ESS Proposed Strategy 2026 – 2031

Alongside the proposed Strategy, ESS has laid and published an accompanying statement summarising how feedback from both consultations informed the revised proposals, the impact assessments undertaken and ESS’ response to the Scottish Ministers’ 2024 environmental governance recommendation.

ESS has also released a summary of responses to the second consultation. ESS previously published a proposed strategy in October 2025 and published a JRS report summarising the responses on its first consultation for this document.
